Eight pirate lords rule Plukos. Each commands their own fleets. Three orcs, one goblin, one human, one gnome and two giants make up the Council that rule Plukos. The large swampy island that Plukos occupies is a fantastic place to hide the many pirate ships that call it home. The Lords together decide who amongst them is the Overlord. In this case it was an easy choice. Overlord Durvauk of Plukos exceeds the other lords in power.
