Kailarr was founded by The Rock Lords, Rich Dwarven lords with earth elemental ancestry. According to dwarven law only pure dwarves can be king, celestial ancestry excepted. Therefore the Rock Lords of Kailarr can never be kings and thus rule Kailar by council.
The Rock lords all came from Kolar originally, therefore Kailarr supports Kolar in the North against the humanoids and monsters. Kailarr has the fresh mines that supply the dwarven steel needed in these battles.
